Default what would cause

a sticky wastegate arm on a T34 . even with the actuator off it can be stiff. spray abit of WD40 on it ( usualy fixes everything ) work it back and forward a few times and then it fees up, well until you drive the car and the WD40 wears off

any ideas ?

the acutator should be very stiff anyhow

like really hard to pull

if its soft it means the diaphram is worn

I think he means the Wastegate arm, not the Actuator!!

If this is the case, then there is a good chance that the pivot pin is warped, probably from excessive heat.

Yes, IMO it can. But you will still have to remove the Turbo and wrestle the Turbine Housing off really. Maybe it can be done with the Turbine housing still attached to the Turbo, will be down to whoever you get to fix it.
