Default can you alter offsets?

can you alter the offset of a wheel to make it fit,for example take a wheel that has offset of et20 and have it machined to et38? if so how much would have to be machined off and how would you go about it?

In theory it is possible, however, whether there will be enough 'meat' left on the wheel once it has been machined for it to be safe is something else. Thinking about bolt-hole depth etc.

how much mil would have to be machined off to go from a 20 to 38 et?
