does the tightness of the bottom pulley bolt affect the front oil seal?
i ask as since undoing the bolt then bolting up a 36-1 teeth trigger wheel there is now oil dripping from this area?

Must just be coincidence mate, the crank has a step in it which the bottom cam belt pulley rests against, so it shouldnt affect it.

the only thing i can think of is if you've had something in there levering the bottom cam pulley off and damaged the seal?
