i had this on mine i tried everything found out in the end it was a airlock

try taking one of the water pipes off that go into the matrix behind the inlet manfold

with the engine running with the engines at operating temp so the thermostats open untill you get a good flow of water coming out

How do you know it's getting hot ?, just assuming the temp guage is correct ?
You may have more than one problem, if you have water flow through a matrix and air flow thourgh the matrix then it has to warm the air passing through, check flpas etc are ok on heater box.
Leave the car ticking over until fan cuts in then out, if it does it has enough cooling capacity for what it was designed for.
All this crap about having to have fans on all the time is just that crap, heat is DIRECTLY PROPORTIONAL to fuel burnt, the system is a very effecient system in the RST.
Is the top rad hose getting too hot to touch without pain ?, great if it is you have the makings of a good heater.
Don't assume that the reading is correct, has it ever overheated ie overflowed ?
If you have a new thermostat and matrix, unless there is a blockage or thermostat is duff(even new ones can be) you will get heat as the principal is very simple, a hot surface having air blown against it causes that air to heat accordingly.
Try to borrow a heat gun(IR) and take some heat readings.
It sounds as though you could well have air locks thought he normal syphon action of the expansin tank should draw these out, over a few days, it could also be that water is not circulating fast enough.
If it is running ok I would not worry about the temp reading as it could just have wrong sender, the difference between normal and boiling is a only a very small amount, and the guages tend to be over sensitive.
If it ticks over until fans come on then go off, then that is good as it shows it can disipate the heat generated, at this time of year your fans should be on only in traffic and certainly not if going faster than say 30 mph.
