Do mobile speed cameras work?

Do mobile speed cameras work?
I personally don't think they work on dual carriageways when there's no houses about. In situations like that I think they are just money grabbiing. Instead of using the mobile ones in housing areas they should just put permanent ones in then it would be a permanent fix. What do you think?
