A new army of council tax 'inspectors' is to be given the right to enter people's homes and issue fines to anyone who refuses to cooperate.
Camera-wielding officials will be able to take photographs inside properties, including bedrooms, and rule they should pay more if they have home improvements such as patios and conservatories.

The draft bill envisages that when enforcing against the goods of a debtor, enforcement agents will be entitled:
* to break into private dwellings under warrant;
* to use force against occupiers;
* to invite third parties on to premises; and
* to seize money or goods found on premises, including pets.

The fingerprinting I can understand to a certain degree, its to be used for a positive outcome.
2 & 3 are disgusting. The debt collection is like a private thug in a protection racket. Its not law, its sanctioned bullying.

yeah, I can see some advantages to the fingerprinting... keeping out undesirables. But then again, it's yet another sticking plaster over a much bigger wound.
And who can tell what future governments might use the technology for.

If I read the third one correctly that only applied to cases that have gone through court?
I can't help but think back to Chris Fosters experience he documented on here where he was owed money for goods and it seemed while the government were able to determine he had a legal right to the money they seemed powerless to get it back for him.
