It was listed that way to cut down the sellers fee's. It will most probably either get sold outside Ebay or he will have a friend play 'bid-up'.

The only reason i mentioned it is cuz a couple of things didnt seen right for example he has only one feedback and he is selling somthing on there potentialy worth 10k, secondly it wont be finished till a couple of weeks?. Why would someone build and spend that much money on a car and then sell it? This guy could be genuine but as i said previously it dont seem right. Just thought someone might recognize it and prove it a con or not. I never thought i was a con because it was 1p but becuse of the things mentioned above.
