mine doesnt tilt forward, is this a mot fail?

whats it like to repair?

 

im pretty sure it is as the rear passengers cant get out quick enough in the case of a emergency, as for repairing its not too bad undo the two torx bolts holding the backrest to the seat ,then theres little metal spikes bent over holdint the covering to the seat, put your hand up near the catch and feel u will find a cable like on a bike this is most probs the cause,its a l shaped nipple on the end wiggle it will come out and the bottoms the same, fit new cable and put back together job done
