Space - shouldn't normally need that much unless site is photograph heavy, or has a large database.
Software to use - anything from Notepad to Dreamweaver/Visual Studio, and Fireworks/Photoshop for graphics
How do you register the name of the site you want? - www.easily.co.uk do a search and see if the domain you want is available.
Will it need a database?
Who's going to keep it updated?

Not sure as I am just trying to find out the basics first for them
Not sure think it may be the person wanting to start the web site that will keep it updated
Cheers
.COM was meant to be for commercial sites, but basically is seen as a global or US site.
.co.uk was intended for commercial UK sites.
Depends if the name is still available and who/where your target audience is, as to which domain is suitable.
