rover 220 turbo turbo unit whats that extra bit on the compresor housing was told ther is a spring and diaphragm what does this do

ok so if that was split the car would make no boost right as its part off the compresor housing

 

 

correct, you blank em off if not needed and tap another part of comp housing for nipple or fit another cover without it on

right i understand but cant see how it would stop the turbo boosting up i mean you here it spining realy loud but nothing it dosent go any were and how would i blank it off if i just took out the spring & diaphragm and made a gasket for the front littel cover is this ok ?
