CUTTING FRONT BUMPER!!!

Which is the best way to cut the standard front bumper? And what tools are needed?
Is the metal bar ground down or just a section cut out?

Im running a T3 with charge cooler not a front mount.

If the bar was about half inch or so further forward then all id need to do is trim the foam
