7k is the limit for a maxi ISA but if you want to stick to cash then yea, I'd do what you said. Mini cash ISA now and another after April 6th.

Personally I'd go with a maxi ISA with 3k in cash and the rest in a sensible stock and shares fund.

ISA's are good.

Premium Bonds aint too bad if your number comes through, depends how long you are thinking of leaving the money though as with Premium Bonds you wont get interest, so say if you leave it 10 years what is the Pound worth then compared to now.

That's the trouble with premium bonds, whilst they are very secure you are gambling on actually winning something to make any money and as you say, inflation will reduce the buying power of your capital.

I know a few people with the maximum 30k in premium bonds and they do win fairly regularly though.

I've never won a penny but then I don't have 30k's worth

Try Norwich Union.

They do not charge for an Advisor to come and visit you like some places, he makes notes of your circumstances and comes back with ADVICE, up to you wether you follow his words or do your own thing, but all it costs you is a phone call and 2 cups of coffee to listen to some guy who has more insight into that field than alot of people.
