Default standard set up rst - 12psi???

My car suddenly started boosting to 12psi, it was set up completely standard recently on a RR and hasnt been drove much since. it has a chip, -31 was seeing 7psi when it left the RR and has no bleed valve and i have not touched the amal valve, or actuator and it is also piped up standard.

Any suggestions WHY this may be happening?

one thing I can only think of is when i fitted the turbo it had a little piece of mud in the actuator bit where the hose connects, i picke dmost ouf it out and thought nothing more of it as the car ran perfectly, could a little pice of mud block the pipe and make it run 12psi?

Suerly if the actuator went soft, it would either peak high and tail off considerably (it tails off maybe 1-2psi if that) OR wouldnt peak high at all.

Considered the wastegate sticking actually! as it isnt used often, would i need to disconnect the actuator and feel for how free it is and loosen it off?

thanks
