Default Escort cos rear koni's

Just bought some rear adjustable koni shock's off ebay.

They were sold 'as new' and look new but they don't recoil back out when pushed in. They just stay where ever they are push or pulled to.

Have i been had or is this right?

mine didnt recoil on hardest setting but did on softest
mine were new

How do i know when they are on softest setting they seem to turn forever?

think theres a button to press and you then twist the insert?? not too sure it was many years ago on a saph when i last did it
