That's one way of doing it; another easier way would be to put a set of mole grips on the actuator rod and pull it over the wastegate stud and have it set up using using a good boost gauge or a rolling road.

I'm not sure that anyone outside of a main dealer garage would go about it by the manual recommends; interesting nevertheless
