Simply, because Kimi and Alonso (and Michael) are tied to a team. Hes the next best after those 3 whose not. Ferrari would much rather have Kimi than Jenson. Hence the un-conditional terms they put to him. And the way McLaren are going, that why Rons trying to get him to sign asap. Dont remember the Woking squad being interested in JB or Renault in keeping him.
And as for Franks current line up. I dont rate Webber either. Frank only chose him for sentimental reasons (Alan Jones) And hes been shown the way home by Heidfield.
