Its the bumper law they have for cars that are made in the US, basicly you have to have a minimum sized bumper on the car. You see it a load on the older cars that didn't have em originally over here, no bumper, in the states, had one.

Dont work to well with import cars thou and I know some cars a blatanly flouting it, so not to sure how it works.
