I'm jsut reading Ewan Mcgregors 'Long Way Round' and I'm pretty sure he said that there was hardly any traffic outside of the cities in the Ukraine. Mafia have cars but there are still horses and carts for the most part. So I'm pretty sure that minimal traffic would play a part in abolishing traffic cops (all the cops are on the make there too with 'taxes' dished out all over the place)
