You have misunderstood. Read this part again:
"I have warned ministers three times. If the traffic police continue to keep hiding in the bushes with speed cameras, and do nothing else, there will be no traffic police", he told a meeting of law enforcement cheifs at which various heads rolled.
They did not do any of the things you mentioned so they were warned. They didn't care about the warnings so the president decided to save some money and got rid of the police who didn't do what they were supposed to do.
