Apparently you can offset the place in the pulley or the camshaft where the woodruff key goes to do the cam timing. Gods knows why
No normally the pulley and the cam stay untouched and you just use a key with a step in it, well thats how i have done it in the past on engines ive built where i havent been able to use verniers for whatever reason.
