.....new plans are a foot to try and turn one of the lanes on the motorways to passenger lanes........

so basically, you can only travel on these lanes if you have a passenger or more!!

BUT a worry of theirs is that people will try and cheat the system by having BLOW UP DOLLS in the passenger seats!!!!
