best tool i found for the job was a grinder with wire brush atchment, 3m do a nice all weather spray sealer depends on ya needs tho as the finish aint smooth, if just painting b sure to rust proof after strippin then prime paint then waxoil mate, allow for welding as the underneath can look pretty solid untill ya take a grinder to it
