I used a angle grinder and a drill both with wire brush attachments for mine... hard work, and really messy.. came out well though.

I've been told that the best thing to use is actually to get down to B&Q and buy an electric tile scraper. this will not only get shot of the normal underseal but also the minging rubbery stuff that my car was covered in.
