Thats not true, you have to provide the names of the people that could have been driving at the time, it is up to them to PROVE who was. However, you cannot say you just don't know.
We have had three people avoid points from cameras this way within the company so far (these were company vehicles though). We provided them with a list of people that "could" have been driving the cars (company pool cars) and although it is advisory, it is not compulsory to keep a log of who drives what when.
My bad, as you said you cant just say you dont know.
But be aware you may need to provide proof they were insured to drive the car if they are traced or in the case of selling the car you could be in trouble for letting an uninsured driver looses in the car.
Doubtful it will get that far but ya never know.
