I suspect my HKS ECV is not working properly can anyone tell me where/if these can be serviced?

The car is meant to run at 1.65 bar; I've slackened the preload off so that it only produces a steady 1.4. When I program the ECV to bring it back up to 1.65 it fails miserably, it fluctuates between 1.45 and 1.55 or so.
