no its illegal IF it can play a film or tv in the drivers veiw when moving !!!!!

satnav is the only exception as the rest have fixed picture when doing it so it dont distract the drivers attention

the sat nav is a driving aid though like a speedo, rev counter and requires browsing over not actually looking
