As Bob says, its used to make the idle pause slightly higher for emissions purposes as your cruise to a halt and it drops finally when the vehicle is sationary, unfortunatelt, the EEC cars dont have a strategy that works properly if this sensor goes down, so they tend to stall or idle very poorly.
