The bleed valve bleeds off a small ammount of air/pressure so the actuator is seeing less pressure than is present in the intake system. The more air that is allowed to escape (bleed off) will result in the actuator remaining closed for longer until enough pressure has built up to overcome the spring pressure in the actuator.
