A guess might be because once you start to produce more power you have a bigger air charge. This in turn means much more exhaust gases and once you reach a certain point the standard wastegate cannot vent enough of this extra exhaust away to let the boost drop and before long BANG!. The external wastegates that WRC cars run must be that big for a reason and this may be it.
