Question 1.6 Tdci underboost problem

Hello Folks!
I own an mk2 Focus with a 1.6 Tdci diesel engine (109 HP). It drives very smoothly but in lower RPMs, especially under 1800 the car just doesnt want to accelerate properly. I can hear the turbo working but it feels very low on boost. I checked the computer, no error codes, no engine management light on the dash, nothing. As I mentioned before, it runs without a problem, no heavy smoking, no rough starts or idle, and the fuel consumtion is pretty normal.
Recently I blanked off the Egr valve, it got a little better, but the fuel consumption rose noticeably. (I'm thinking off removing the blanking to be honest.)
Any advices what could possibly be faulty?
