For your budget I really would reconsider starting especially if your looking towards the higher end of the power target.

An aftermarket ecu, loom, sensors and an initial mapping will sink around £1200~£1500
There are budget alternatives but.....

This is with out the main bits and these are nothing compared to the little bits.
