It's probably the Escort MK4 2V engine with 90 hp. So there's no ECU.

It's obvious why your heater won't work. The hoses on the thermostate housing and the water pump have been blanked.
The high idle can have a lot of reasons. But there's so many looking so wrong on this engine I don't really want to think about which blanked hose, cable tie or loose connector might be the reason. Plus the carb probably needs a rebuild + a proper setup.
The rev counter probably doesn't work because the signal wire wasn't connected properly when the engine was thrown into the car.
Smoke on startup? White or blue? White is water, check for the head gasket first. Blue is oil, probably the valve stem seals.
Fuel smell? Probably not the right combination of fuel tank/fuel pump/carb/breather/whatever. Or just a major issue caused by the people who put the engine into this car.
Hi, what else looks wrong on the engine. The hose coming from the crankcase to the top of the engine is rock hard too.

Is there a way for me to fix the rev counter?

What would you suggest i do with this engine? Is it worth keeping or putting something new in?

exhaust manifold - Part number - 89SF9430EB
Gearbox - 87TT-7F096-BB
Engine Block - 87TT-7F096-BB
Engine head - 1.6 stamped.
Carb Webber.
