MOT Testers aren't allowed to remove anything. The sills could be missing, but if the skirts were hiding that fact then the MOT tester could do very little.

No idea on insurance, its a game of pick a number out of a hat - just phone them up and ask? Shouldn't be much really, fitting OE stuff from higher models that isn't an engine isn't usually too bad
