Been there done that, I was like 21 at the time and tried to do it on a holiday camp, I did not have a clue what I was doing back then
As said, there is a notch before TDC, which indicates 16 BTDC (the ignition timing) hence NOT TDC!
As said, the timing is defiantly wrong, you only have to be a tooth out.
Do not start it again and check the timing, there is no excuse for a professional mechanic getting this wrong though!
At TDC, the rotor arm should be at 2 o'clock facing the scribe in the dizzy, the cam pulley arrows facing each other and the cam pulley lug should meet the metal on the block. There is also a half moon on the aux pulley.
