If the pressure regulator was "locked up" then with Fuel pump relay terminals 87 & 30 bridged the Pump wont run...it will lock up blow the Fuse, so be carefull not to keep 12V bridged, very rare back in the Day for these to give trouble, For the test if its OK bridge Relay...Pump runs...a pressure Gauge will need to be connected to the 5th injector pipe and a reading of 85/90 psi should be seen...this Test NOT with a engine running...ONLY with 87 & 30 bridged. again very rare to give trouble.
