The ISCV is switched live, on 2WD this is part of the pump circuit (which also powers the Amal).

However, on the 4x4, the ISCV supply was moved to the ECU relay circuit.

The ground is controlled via PWM (relevant to ECU input) which operates the valve.

When hot it won't open, as it's not required (unless a heavy electrical demand is applied).

It does not "control" the idle as the name implies, as the base idle governs this, what it does do is increase the idle speed above this.
