Running On Issue & Screaming fan belt tensioner pulley Sierra 2.0 Dohc 8v

Having issues with engine running on once engine starts to get hot, fine if only driving around the block ect but after a drive when coming to turn off, engine carries on running until you basically have to stall it. Engine is a Sierra 2.0 TWIN OHC 8v in a Ford Escort mk2. As everyone knows these engines are untunable so any other advice would be helpful.
Also has a new Weber carb fitted so not a carb issue.
The second issue is a screaming fan belt tensioner pulley, have replaced the bearing and pulley four times now, with new ones, original ones everything. The pulley once replaced doesn't scream for the first like 20 mins and once again,once the engine gets hot it starts screaming with this annoying noise. What are we doing wrong? Any advice on this would be much appreciated as getting sick of dealing with the same problems
