I do not think many people would get the Hulk connection with H3 VLK...not that it matters what someone else thinks.

You can write to DVLA and ask them to contact the owner of the vehicle with C4RLB plate...I understand they do pass it on as my mate had 70Y and the owner of 7OY contacted him and sold him the sister plate, my mate made 50k by selling them as a pair.
