Normal, most engines with 2 or 4 cams don't have a perfect resting spot to install the belt. A lot like BMW & Mercedes for example have special tools that bridge the cams on the head to install gears/chains on time. Like you said is to hold the cam in position, alien belt, apply tension to belt.
