I used one of my plastic tools for removing trim panels, or wrap some tape around a fine flat head screwdriver.

Gently ease the rim of the centre out to reveal the retaining nut and horn wires.

Someone will jump in here but I thunk you need to have the key in the ignition to release the lock to fully remove the wheel from the spline.
