Talking can you stick metal instead of welding it on a car?

General question, done a lot of welding on my old golf, but come to a part right up in the filler cap area thats hard to get to and would be a total arse trying to weld a small plate in, ive managed to powerfile the rot out which is only about the size of a 50p and made a nice fresh plate of metal up that fits flush.

so my question is instead of welding the plate in, can it be stuck in and what would you use to stick it? seam sealer? i also use epoxy primer on bare metal. reason i ask, im sure over on FT.com a guy done a restoration on a fiesta rs turbo by sticking some panels together, sure his name was gregg, was the red fiesta rst?
