Rich is right, there is a 'ring' on each wheel, the hall effect sensor generates a voltage when the teeth pass it.

It works by detecting a discrepancy between them, thus indicating wheels are about to lock, it in turn activates to prevent this.

If the sensors are clean then there may be some dirt in the teeth which is causing an erroneous reading, thus causing the ABS to activate.
