if you don’t lock the cams the cam will move and then how do you know what position it should be in? Tensioner does nothing but tension the belt when fitted it has nothing to do with timing
From the scribes (assuming standard pulleys) else just mark them, as Mark says (no pun intended) so long as everything is correct when the belt is fitted.
