if you don’t lock the cams the cam will move and then how do you know what position it should be in? Tensioner does nothing but tension the belt when fitted it has nothing to do with timing
Why are you arguing with the experts if you don't feel confident just get a professional to replace your cam belt., The only special tool you really need is the puller for the crank pulley
