If you're using the standard tank...then for hard track use yes you would need some form of surge/swirl tank.

If you're having a tank custom made...then if done right there should be no need for anything external
And like the above if you can have it made to suit an in-tank pump...even better as it keeps things neat and tidy. And the range of in-tank pumps for very cheapo money is huge ( or you can use any of the typical 044's in tank too )

If going down the road of an external surge tank...again, it can be handy/neat to buy one that runs an internal pump.
