I think anything that can be done to get some of the diesel vehicles that chuck out clouds of stinking black smoke off the roads has got to be a good move. There are so many owners of diesels that just dont give a fuck about maintaining them properly and just ignore how much pollution they are causing.
I think the old stuff is probably quite dirty. I have seen some chipped modern cars be quite sooty. I think my Mini Cooper and my Range Rover are really clean.
