Without a steering wheel on the column will turn as the lock only stops the steering wheel turning, not the column/rack etc..
As said, without the key in and turned, the steering lock will not disengage and without that disengaged the steering wheel will not go back on.
Without being there its pretty difficult to suggest much more than just have a fiddle with the key barrell etc
