Make sure you have no air leaks in the intake system, your fuel metering unit needs suction to pull the flap down and provide the needed fuel.
An easy test is to remove the air filter and hold the flap down a little whilst someone else cranks it over... if it runs you no you have an air leak (or poorly adjusted metering unit).
