Slacken the pipe going into the union and have some one apply the brake pedal gently and see if you get fluid squirt out. If you do try the pipe leaving the valve.

The valve could be totally defective, or it might just be seized up. How about disconnecting the linkage for the valve and seeing if you can move the lever attached to the valve.
