its either the pump or the rack shagged both can give similar probs is the pump noisey as fuk if not i would lean more towards the rack to keep cost down buy a recon rack get a second hand pump i did a 306 pug once and thepump chewed one of the seals up pushed it in the rack the rack have fine mesh gauses in them blocked it up check your power steering pipes arnt pinched or the banjows arnt kinked asumeing its not electric
